Some of the background history to the Final Prayer of John Allan
I, John ALLAN, retired Merchant Seaman, Chairman of East Westcliff Residents
Association of Ramsgate, in the determinations imminent in the European
Court of Human Rights says as follows:
(1) In recent years I have engaged in protracted correspondence with Home
Office and Kent Police. There has been a consistent refusal by any
authority to record and investigate complaints.
(2) I have drawn up a record of these matters in a file which I authorize
Richard Card to use on my behalf in the European Convention and Court of
Human Rights
(3) The remedies sought now in Europe have my prayer:
(a) That Health and safety Law must make life saving emergency power
installations subject of Article 2 and hence reportable incidents for
independent monitor and investigation under our Law.
(b) That the Decommissioning Agreement of the UK Government must include
the De Chasterlain decommissioners acting on the mainland able to review all
Police issued firearms certificates and complaints of paramilitary activity
by or at gun clubs. With the Decommissioning body having access to the
Harold Wilson ordered inquiry into armed insurrectionists and Unison Group
and any other records the decommissioners require of UK Government.
(c) That the powers of the independent Police Complaints Authority be
amended by Law so they have a power to raise complaint and investigation
without a Chief constable power of veto.
(d) That Article 6 be interpreted so as to guarantee that a sworn constable
has lifelong judicial access for duties charged in police service. To
guarantee judicial primacy over policing.
(e) That where death occurs, against a situation in which advance warnings
of hazard or threat to life have been given, it be mandatory under European
Articles that the HM Coroner be informed and that the advance warning be
weighed in evidence at the Inquest.
(4) I pray for justice for the Quaker nurse Mary McGILL for whom Richard
Card was charged with the duty of Her Majestys Coroners Officer. I pray for
justice for the Guys hospital child death during hospital emergency power
failure. I pray for justice for the eleven Royal Marines who were murdered
at Deal Barracks in 1989.

John Allan had a distinguished war record and was in the Merchant Navy
supporting the Parachute Regiment in the Haifa War Zone in 1948. He often
said that he had not fought from 1939 to 45 against Hitler only to see a
Gestapo raised in his own land. He was referring to Thanet Police and their
then leader "Herr Obbengruppenfuhrer" George Rogers.
John was an unlikely man to be a complainant against police. A Freemason
(and a good one) ... John was my friend. He was this country's friend. I
trust that if you get any snide responses you will moderate accordingly ...
the above are the death wish prayers of my friend. Perhaps, just perhaps,
they will provoke some serious and worthwhile thinking amongst your members.
